The Notarial Council of the United Districts of Como and Lecco has since February 2012 been a partner in the Amministratore di Sostegno (ADS or Special Needs Administrator) Project in Como (http://como.progettoads.net), which aims to support the deployment and consolidation of the institution of the Special Needs Administrator in the Province of Como.

The legal institution of the Special Needs Administrator represents an effective and socially valuable response to a real community need, in the true spirit of subsidiarity and solidarity; it allows for the provision of protection for the most vulnerable, not only enabling them to face up to the practical problems of their existence, but also promoting social inclusion and integration.

The ADS Project follows the basic principles of Law no. 6 of 2004 and is in conformity with regional laws. It aims to calibrate the legal protection of vulnerable persons according to their actual requirements, creating a personalised life project that can provide a guarantee of quality of life without limiting a person’s capacity to act in areas where there is no evident need of assistance or where the person is already sufficiently “protected” by the social environment in which he or she lives.

The Notarial Council, through its participation in the ADS Project, offers practical assistance to the territorial information points, making the notariat’s skills freely available by way of a consultancy  service provided both to those responsible for the ADS Project and to the secretaries of the information points, mostly on the subject of testamentary legacies and in the drafting of legal documents; support is also provided for the training of staff and the organisation of local conventions to make the public aware of these matters.

The notariat’s choosing to take part in the ADS project underlines its social role as a third party guaranteeing the interests of all parties involved by making available its array of skills relating to a whole range of questions that arise in the daily lives of every citizen.

These stories, from times past and present, emerge from the provisions of the last wills and testaments of famous men and women as well as of ordinary people. They make interesting and in some cases even comical reading. Those who choose to give a noble end to their existence through a charitable bequest turn their will into a story of love for their fellow man and send a message of hope to new generations.
